For government & municipalities
One norm, two bills.
Women pay with their safety, men with their health. These are not isolated incidents but the predictable outcome of an outdated norm. In the end, the bill lands with municipalities and government: in shelters, support services and safety.
Are you also an employer as a government body or municipality? Then also see companies and employers.
Right now the bill comes afterwards. We start at the front end.

What it costs
€14 bnis what gender-based violence costs the Netherlands each year, by estimate, of which €11.2 billion is violence against women. More than half of that is monetised suffering.EIGE (2021), country-specific estimate for the Netherlands.Women’s safety

This is about the ratio.
In your municipality
How safe does it feel where you live?
In 2025, 37 per cent of people aged 15 and over sometimes felt unsafe, more than a few years earlier. Young women feel unsafe more than twice as often as young men: 60 against 27 per cent.

Source: Statistics Netherlands (CBS), Veiligheidsmonitor 2025 (2 March 2026). The figures cover people aged 15 and over who sometimes feel unsafe in general. A police team covers one municipality, part of one, or several municipalities. Which municipality belongs to which police team we derived from the map boundaries. There are no separate figures for men and women per police team.

What it delivers
The same change pays off in three places at once.
Healthcare
Men seek help less often and prefer to sort things out themselves, even when they are not doing well. When they feel sooner that they can turn to a friend or a professional, a problem more often stays small. That is better for them and can save heavy care later on.
Costs
Today a lot of money goes to shelters, support services and the courts, once things have already gone wrong. Changing the norm tackles the source and can prevent escalation. The sooner we act, the less intervention is needed afterwards.
Safety
Violence rarely starts with a blow. It starts with a remark on the street or a joke in the group chat that nobody says anything about. Where boys and men call each other out on it, it becomes safer for women: on the street, in nightlife and at home.
Alliance partner
Become a partner in the Alliance.
The response to unhealthy masculinity and gender-based violence is too often incident-driven and fragmented. Everyone mops, no one turns off the tap. The Alliance brings government, business, science and education together in one long-term approach. Not a sponsorship contract, but a strategic partnership.
The Alliance is being built. What is listed below, we develop together with the first partners. Whoever joins now helps decide what comes and is the first to use it. A talk or session at your organisation is already possible today.
Ministries, the four largest cities and major national corporates that help set the course.
- A seat on the steering group: you help decide the course and the strategic multi-year plan
- Access to the data and behavioural measurements
- First access to the full set of materials for your own audience
Mid-sized municipalities and national organisations that want to implement the methodology at scale.
- Full access to the annual plug-and-play toolkits
- Insights per target group, so your approach fits
- Participation in the national network
Small and medium businesses, smaller municipalities and regional sports or education bodies.
- Use of the core materials through the portal
- Participation in national theme days
- A place in the movement: meet other organisations and learn from their approach
For the start-up and the first year we are looking for around 10 to 12 founding partners. How the Alliance works and the eight phases of the approach are explained on the overview page.
Rather start small? You can also take part without a partnership.

Looking for a cause that fits your CSR or ESG policy: this sits in the social pillar, the ‘S’ of safety, equality and wellbeing, and connects to SDG 5. What sets it apart is that it is prevention rather than aftercare. The Nami Foundation (Stichting Nami) has applied for ANBI status; until it is granted, gifts are not tax-deductible, and we would rather say so up front.
